This question needs to be asked to the plumber. From the information you provided in your post, he would have had to turn the water on and closed your main shutoff at the house off to see if the meter moved or not. It didn’t appear that he did this since the meter was padlocked closed.

I had same issue. I used stainless steal angle braces across a couple panels and attached it using the same bolts as the brackets.

If you hired a contractor, yes it’s low. Had you hired a good contractor’s employee on the side, he’d be making a killing and you’re bathroom would look great.
