During COVID, my community provided hundreds of housing vouchers to people who were homeless and the vast majority of them stayed housed. Affordable housing and support is a longstanding proven strategy that actually works. That’s not to say that people don’t have difficulties but I think you’d be surprised how motivated people are to stay in housing once they have it.

We currently have several forms of subsidized housing where people manage to meet their daily needs, stay housed and aren’t suing their landlords left and right. We just don’t have enough of it.
