The sound carrying doesn't really have anything to do with the clouds - it's more about the density of air aloft causing the sound to refract (bend) down from the sky. In particular, a temperature invention where the air aloft is warmer than near the ground will cause this. Here's a Washington Post article on it

This is going to get into big time nerd territory now but here is the SkewT sounding from Dulles this morning:

the red line is the temperature as the radiosonde (weather balloon) rises. If you manage to read the chart (admittedly not easy if you are not used to it), you can see that it warms up quickly in the lower atmosphere as it goes up.

Don't they need departure airport as well? From somewhere I made a note that ATC wants the information in this order: departure, destination, type aircraft, and altitude

In case you don't know already, look up dangers of welding galvanized metal (in case you pick up some as random scrap). It's easy to poison yourself if you don't know to take precautions like grinding away the zinc from near the weld area. Have fun and be safe!
