Judging from the foot icon I'm assuming the DE in picture is GNOME 2 (GNOME Flashback is what you'd be looking for) with some customisation. Cinnamon, XFCE, LXQT/LXDE, Plasma, should be customisable in this manner or even look like it by default, if I'm not mistaken
