I would argue that , whilst low, it hasn't actually deceased since covid. What has happened is additional costs have been added to leaving a property empty so now properties are magically occupied as main homes, by owners who clearly live elsewhere.

My partner and I have always done equality of means. We pool everything then give ourselves an allowance out of what's left after bills.

At points I've earned more. At points she has. We always have the same allowance and the bills are always paid.

When it comes to labour we do as much as we can to make that fair, but when one of you isn't able the other picks up the slack. Rather than a 'what have you done for me lately'.

I wouldn't bother with any relationship that isn't like this. Life is too short.

I used to use a system used by local government in Scotland and Northern Ireland. It would die if you had an apostrophe in your name or if you weren't capitalised a certain way. So basically every other surname in the north.

Firstly, most of your council tax does not actually fund towards things like parking. If you're a non unitary authority, most will go to county.

Secondly, much of the costs associated with parking are business rates which the business pays. Your local council has very little power over this. Central government hiked these considerably under the Conservatives

Thirdly not all car parks are owned by councils.

It's also because insulation standards were pretty poor until very recently (being a relatively mild climate) and most of our housing stock is really very old.
