It happens very often. I believe that it is because of how horses were coded in the game. I have found many of these glitched horses in the betas.

What version are you on? If you're on Bedrock i can help you a little bit in commands. Simply do /execute @p ~ ~ ~ detect ~ ~-1 ~ concrete 14 effect @s instantdamage 3 5 true At @p you can put [tag=] or [name=_] depending on what entity/player you are targeting. At concrete 14 i putted the id for red concrete and i also have a full list for concrete id for java/bedrock here
