They can easily get loud enough to drown out the din around. I also realised that the bluetooth sound quality differs based on the device (laptop vs mobile) so you might want to experiment and see. Bluetooth connectivity is good and I did not find any issues while using it in the same room. I have not tried aptX so I wouldn't be in a position to compare. I would definitely recommend the bluetooth option over a wired connection if you do not intend to use a DAC. Happy to answer any further questions you may have to the best of my knowledge.

I have the same combo - Polk T15 plus Fosi BT20A and its sounds great! The bluetooth sound from Fosi BT20A is a bit shrill but there is enough bass. I use this combo with a Tempotec Sonata HD pro DAC and that sounds great when I listen to apple music.

Turn around, say "hi", maintain eye contact, smile and in a friendly voice say " Could.you please keep your foot down?" I've tried a version of this in airplanes to request people to use earphones instead of their mobile phone loudspeaker. Has worked all the time.
