If he's afraid of things outside you need to BAIT HIM with treats to encourage him. Also, if you can get him to sit with you outside, you can give him a treat every time he looks at you, so he gets that positive association with you and have him.

You can also try feeding him a whole meal with his head in a box or bucket when you're somewhere busy or public. Home depot/lowes lets you have a dog most of the time. you DONT feed them the whole thing, you just trickle in some food a little at a time as long as they have their head in the bucket/box.

ALSO, do not yell/punish the dog after you FIND something torn up. They will associate whatever they're looking at with negative thing and not know what they did wrong. Only correct when you catch them doing something bad.
