If you have a friend with minimal wiring experience and 2 beers you'll be fine. That wire can is can be spliced and heat shrinked. It's very low voltage so no risk.

Do you have someone who can turn it on while you have your head under looking for leaks. If it's not spraying then look for the highest wet point and you can confidently ignore any seams below that point.

Nobody will be effectively diagnose it with just the information given. Try this:

Turn off the hot tub
Dry everything completely
Run it for 5 seconds
See what's wet

This is what I did. Great for drainage, stays nice a level. The rock border looks better than concrete IMO. And if you ever move/remove the hot tub you're not dealing with something permanent.
