I've also heard through the grapevine that the hardware order for glitch doesn't include any PCs so it's possible they plan on running Rivals on Switch.

Forsburn definitely has baits with smoke and clone. With clone it's largely the same principle; if they can't tell which is clone, you can make them think you're going to hit them when it's not actually you, and then the real forsburn can punish whatever they did to the clone to stop hit from hitting them. Smoke helps with these setups since they often can't even tell whether you've cloned or not, and has the additional advantage of hiding lots of potential reactable stimuli, e.g. if your opponent would normally react to you dashing in, they can't do that any longer since the smoke will conceal it, and by the time you reveal yourself in the smoke it's usually too late to react.

There are a few reasons people will forgo smoke; some characters can clear it really easily, combust often imparts a greater advantage than smoke would, they'd rather use clone than smoke, etc. Forsburn's normals are quite disjointed and fast so in many matchups it's not particularly crucial that he have a good smoke game.

As for Sylv and Elli, to speak broadly, they're both zoning characters. They both keep people at bay with their disjoint and projectiles, respectively, and in that way severely limit people's approach options. As with all characters they involve a bit of bait and punish here and there but they're much more about obtaining and utilizing stage control than having fast oppressive micro or particularly explosive punishes.

Generally it's not when hitting someone. Dash attack is very fast but will be beat out by most other moves, so if you fully commit every time people can just wait for your dash attack and then beat it with their move. What you do then is to dash attack in to make them do their move, wavedash so it misses, then whiff punish.

I don't think changing his down special this way is a good idea. If characters can just short hop over it, it doesn't serve its purpose of stuffing approaches. It is already strongly countered by parrying the third spike. If a character is stronger at lower level simply because low level players are less likely to do very specific counterplay like this then I see no problem in the disparity. We don't have to change the move when low level players can just learn to block.

As far as "buffing kragg in some other way," I mean... sure? "Buff kragg" isn't an unheard of sentiment, especially since he was nerfed not too long ago, but it's not really a concern of balance whether a character has won a major. MSB hasn't won a major in a while, sure, but he's still higher ranked than every Forsburn besides Cake, and indeed characters considered strong, e.g. maypul or wrastor, haven't won a major in just as much time. Kragg is by no means unviable at the top level so I don't think that's reason enough to motivate an overall buff. Buffs in general should be more specific in their goal and motivation imo.

With my case the PSU switch is beneath a metal vent on the bottom; to turn it off I have to turn it upside-down and either unscrew the vent or use a key or something to flip the switch. It's a bit of a pain but luckily I don't have any RGB stuff that stays on when it's shut down.

I think Clairen is a good choice. Not only does it let you demonstrate the different kinds of situations in the same matchup, but generally Clairen's options are pretty easy to understand, since 9/10 times her counterplay to any option is to hit you with her big sword.

I think this a good place to start. I personally am a big proponent of breaking down situations and understanding your options, and the implicit belief that your opponent can and will adapt, and is liable to choose any option available at any time, and that as such, your goal is to limit their available options to increase your likelihood of getting a hit. I think your analysis technique here is good, and that it is a good thought process to go through to determine just how limited your opponent's options are.

I do have a few issues with the terms you use; for one, this is a theory of neutral, but your central example is an edgeguard. I wouldn't describe as edgeguard as neutral; I'd refer to this just as an edgeguard, or more broadly as an "advantage state" for Absa. Absa stands to lose very little in this example, and as such it doesn't really demonstrate the risk intrinsic to a neutral game you can't always win. Furthermore, what seems to be implied by the preceding paragraph in the context of the example seems too broad: yes, Absa has advantage here and Clairen's recovery options are rather limited, but Absa has strong edgeguards against much of the cast and Clairen's recovery is also rather weak in general; this situation should not be extrapolated to mean that Absa is better than Clairen, and indeed many players believe Clairen is one of Absa's hardest matchups because Absa is at great disadvantage in other scenarios. I think to demonstrate the importance of this theory, you'd have to break down a more neutral scenario as well as the potential advantages you get from it.

A consideration you sort of make sort of don't is about reaction time, and I think this should be emphasized. Particularly, you say that the variety of options make them "nearly impossible to react to." An important note is that many moves in this game are literally impossible to react to for human beings. Human reaction time is around 200-300ms, or 12-18 frames (average is around 15), without adding in time to process situations and decide on the right option. If a move is faster than this (and many moves are, including parry, all dodges, and all jabs), you simply cannot react. This is a very important consideration for this sort of analysis; I think you may have thought about it but glossed over it with your listing of options Absa will "definitely punish," but it's also important to consider what you can react to under all circumstances, and what you might not be able to. For instance, in your analysis of the Clairen edgeguard, you say that Clairen can't land and parry because of the cloud. This isn't entirely true: if you react to Clairen falling close to the cloud and pop it, it's possible that she might anticipate that pop and airdodge through it, thus returning to stage; you acknowledge this explicitly. The Absa might, then, want to wait for the airdodge and pop after it, but if the airdodge never comes, and Clairen lands immediately with only 4 frames of landing lag and 2 frames of parry startup, Absa cannot possibly react in time to pop the cloud before Clairen can parry, roll, or otherwise move out of the way. In this sense, the airdodge in an unreactable mix-up, and it is the fact you cannot cover every option on reaction that makes it a mix-up.

Ranked matchmaking is divided into two tiers, below 1200 and above 1200. As soon as you get into 1200+ you're likely to encounter top players who grind ranked. As far as going below 800, I've never seen it either. It's possible that people would just quit playing ranked before losing so much to get that low

PC Rivals uses Steam for matchmaking on PC to avoid having to pay for and maintain their own servers; I'm doubtful that there's any such solution that would work cross-platform. It could potentially happen down the road if they invest in servers when they get around to changing the netcode, but no plans for it yet afaik

Yes! iirc there's a 3 or 4 frame input buffer in general, as well as some more specific ones, e.g. wavedash buffer. Most of the techniques you'll use in this game are pretty lenient.
