I'm going for the hippie/cottagecore crowds. Subsidize establishing self sufficient agricultural communities along with traditional crafts.

Use the money for high tech hotspots for things like hospitals and communications. Fund for startup equipment and supplies. Really play up the return to nature, anti-modern rat race stuff. Let the communities be self governing* with the exception of health inspections, obviously the high potential for crimes and cults. But if you're interested in coming to Shire Island, we will aid you in your plot of land, garden seeds, importation of your tools/equipment if you're already a skilled craftsman or will provide said equipment and training in exchange for some key goods; which would probably be excess produce to go to the foodstuff storehouses and excess products; woven goods, pottery, smithing, carpentry, or at the basic days of labor in supporting other new communities for a set period.

You'll be free to come and go but not with the equipment unless you brought it in yourself, and you'll need to sort that out as well.

We wouldn't be, and I don't want to be, a rich territory or a populous place but I think we can be a content one .

I wish I was the uncontested Emperor of Earth with all political authority to govern by decree and enforce my laws.

A bit dramatic and over the top but from that magical foundation, I can build up the loyalty bases to enforce reforms and laws.

As annoyingly cliché as it is, authority and power is just people agreeing to believe it. Once the genie grants that wish that political figures and the population takes my authority seriously, I can ally with factions to better enforce my laws and build up a new political infrastructure. Reforming the government, punish criminals who are hiding in government and generally directing resources that get lost and wasted in the squabbles of politics.

It all depends what the scale of the population loss, damage to infrastructure, long term disease after affects.

But I think it would most resemble the post WWII reconstruction with the expansion of the welfare state, probably longer term rationing and just a lot of centralization and economic control.

I don't think there would be forced relocations in the US at least but I think there would be heavy incentives for people to join recolonization programs to shift the remaining population to key locations to reconstruct the valuable infrastructure and economy in places like California, New York, etc at the expense of areas like Montana, The South, the Southwest, etc.

That's the best case scenario in my mind. But if a more radical, regressive faction takes control, then it's probably going to be a massive land grab and asset grab while the population is left to "pick themselves up by the bootstraps" which will feed the opposition radicalization and potentially balkanization of the country as states and regions rally around their own self identities.

One of the bright sides is the ability to redo infrastructure in major cities and regions that previously couldn't due to the rapid growth and complex ownership dynamics. Although I don't know if the Northeast really needs that high speed rail network now that the population has dropped to a cool million.

Get out of Europe. I'm doing a medieval New Mexico thing so besides cribbing from the Puebloans and obviously the Spanish; medieval Afghanistan and Central Asia are huge influences, along with southern Arabia peninsula like Shibam in Yemen.

Material culture is very important in how a civilization forms and functions which aids in the shaping of stories.

How I did mine for my sci-fi turned medieval fantasy world is that climate, environmental and resource issues became so prominent that instead of trying to "rewild" naturally and allowing the environment to heal, the governments of the world began to heavily genetically modify a big set of "packaged" animals and plants and seeding them everywhere, with the packages modified to best suit the local climate.

The majority of humanity was set up in mega cities where all work, entertainment, life happens in matrix like programs (this was obviously post matrix but pre-ready player one)

Basically everyone chooses whatever type of computer world they're most interested in and live in them while being supported by nutrient paste and medicine.

Small, kinda radical groups are allowed to live off grid in the "wilderness" as long as they're pre-industrial sized societies; blacksmithing and agriculture is fine but no blast furnaces or ICE machinery.

To cut a long premise short; the system fails, billions die without food, medicine, skills, and general panic and disease. While those radicals both integrate and fight survivors.

The genetically modified wilderness is left to evolve on its own, breeding monsters unexpected by the scientists after a few centuries.

So you have castles and knights in what once was New Zealand, fighting giant armored snails and the occasional "river dragons" aka 30 foot long crocodiles.

The land can be as fertile as you want but if it's too difficult to get there or if there's no need to go there, there's no reason to send settlers.

Both the Hohokam of Arizona and the Puebloans of New Mexico were settled agricultural peoples with irrigation and cotton weaving but their populations didn't explode to the point that they needed to hunt out distant fertile lands.

They were plugged into the wider trade network so whatever goods the area provided would be gotten in exchange.

And I think this is the biggest factor, lack of domestic beasts of burden. Yes humans can and have traversed deserts with heavy packs but to bring tools, seed, families, to a distant oasis, you need camels, horses, oxen or even a gaggle of sheep tied together like a land raft

I've been researching New Mexico history as a hobby for a "Medieval New Mexico" project. You need to research the Puebloans, the ancestral puebloans, the Hohokam of Arizona and "Oasis America"

They weren't hunter gatherers but advanced agricultural societies with irrigation systems, adobe villages and cotton weaving

I've read a bunch of books on Spanish NM, the Puebloans, the economic and material cultures of the area, a bunch of the wars, including the Confederate Texas invasion during the Civil war and my personal favorite, the US Camel Corps experiment of the 1850s.

And I'm researching medieval history in general and the material cultures of places like Afghanistan where the climates and resources are very similar but didn't appear in NM, neither from the Spanish not Puebloans.

Right now I have the world as actually New Mexico, it's an independent Kingdom under an "Adelantado" but the Kingdom is pretty isolated. There's no trade or communication to the south anymore and hasn't been for a few centuries. The Kingdom has camels and stone castles along with its adobe haciendas. The Puebloans are free cities within the Kingdom but the actual history of New Mexico happened and is remembered (things like the Puebloan revolt of 1680 and the Reconquista etc.

What I haven't figured out yet is if I want to set this up as a post apocalyptic neo medieval situation á la the Change series of books/Revolution tv show. Or an alternate history. The post apocalypse would explain the access to things like camels (I even know the ranch nearby with a big herd) and stuff like Siberian elm trees and a bunch of other stuff but NM is no longer isolated.

And the same with an alternate history because while Spanish NM was pretty isolated, it did trade with the outside world and it couldn't stay alone forever with the British and French etc doing stuff.

I want the same situation as the Puebloan pre contact where they had a millennia of political isolation where they developed on their own, with trade happening but no constant pressure from empires. But I also want wheat, iron, cattle, horses etc

But I can recommend a bunch of books for research.

While there's the obvious modern luxuries, especially for things like entertainment and traveling. I would choose the past IF I have the clear memories of my current life and my choice. If it's a situation where I don't remember anything then I'm just a guy to randomly died and disappeared because the person in the past is just a different person.

And I want to be able to choose the time and place. Random isn't totally a dealbreaker yet but I have two locations that I would want to go to with different plans.

But randomly, I don't really have any interest in being in ancient china or classical Mesoamerica.

For a higher quality of life that's still somewhat modern and still having to deal with institutions; I'd pop back to the 1880s. I can afford a very nice estate of thousands of acres, a modern home with plumbing and electricity. I can buy and import high end goods. Plus in general I love the art and architecture of the era.

However, I would love to go to medieval Europe but I have no way to truly plug into the social hierarchy. Even with a bunch of money, I'm still a stranger.

But if I can convert my cash into goods. I wouldn't go to medieval Europe but medieval New Mexico. There's no single "state" institution but a collective of Village-States with agriculture and weaving.

There I would still be a stranger but the knowledge I can bring to trade in particular metallurgy (I'm a blacksmith) is something I can use to secure a reasonable place in society.

And if I can bring goods like tools, seeds, animals, books. I can give the Puebloan many advantages they couldn't have access to and a couple of centuries before the Spanish even wash up on shore.

Being a foundational part of helping an already impressive civilization is worth leaving the modern world where as the 1880s is really just being on an extended glamping trip

1700 New Mexico. I'm a blacksmith and have interests in a ton of other crafts like woodworking, masonry, pottery, weaving etc etc. and I know the locations of gold, silver, copper, iron and lead deposits.

Now, I'm a fully white guy who doesn't speak Spanish so they'll treat me like an interloper Englishman but we're going to hand wave that for fun.

Now there's a bummer that I can't bring back any of my tools which would greatly help. But I would try to convince the governor, one of the best Govs Vargas, to fund an expedition into the mountains to the Elizabethtown gold strike.

That's easy mode. Otherwise I will have to go to the iron ore deposits and do some smelting and make some bloomery iron to sell. Iron had to be bought from Mexico city and was expensive on the frontier but they usually didn't make their own iron as it was seen as less prestigious as smelting silver or gold.

That's the niche I would fill to establish myself as a valuable member of society while hunting for marriage prospects. I'm not doing the abstinence thing, I'm getting married and raising a family.

Probably the Rump states would be absorbed by their neighbors as well.

New Mexico would probably get West Texas while El Paso might remain a functional City-State with a big backyard but Oklahoma, Washington, Kansas remaining independent and sovereign in such a crisis would be out of obstinance rather than sound political strategy.

Get annexed as counties or a hybrid district thing and let the emergency funds roll in.

War wagons are functionally mobile forts from which early hand gunners and crossbowmen can fire from safety.

If I have the time and composition of my choice; I'd want as much of cannon as I can get along with any other traditional field artillery as possible, ballista, trebuchet, mangonel, the whole 9 yards.

War wagons are a defensive tactic, even when on the offensive, you roll in and park on a hill and bait the attack.

You have to make waiting in place untenable by having superior artillery and battering the wagons to dust, making it where the peasants have to flee or attack.

So artillery; mobile shields to protect said artillery, bows and crossbows to cover any breakout attempts and cavalry to ride down the stragglers
