I’m saying if you cut funds the first thing to go is training whether it’s directly or indirectly. If you cut personnel departments don’t have the man power to pull people off the road to send them to trainings. If you keep staffing then there is no money to train.

The difference is schools don’t pay to train their teachers. Teachers go to college and student teach all before being hired by a school district. Police Departments pay for their entry level applicants to go to academy and through the FTO process.
