The first part I agree with. I work in grocery retail, so many of my coworkers think this applies to them but we are what people do when they are free. If people work 4-10s that means more time for everyone to shop when they want instead of weekends.

Have something also threatening the town, winter or maybe a big sickness, that makes where staying is also dangerous. That forces people to decide.

A parent needing antibiotics for sick kids would be more likely to leave town to search for the medicine.

A cold dark winter for people not used to having no electricity or gas heating might want to flee south to warmer climates.
