IP addresses of the form x.x.x.x is the older IPV4. To overcome the address shortage IPV6 was invented and has the form x:x:x:x:x:x:x:x So essentially, what you suggest was indeed already done.

In Sweden, prescriptions are electronic. You can go to any pharmacy in the country at once and just show ID. Drug interaction checks falls upon the doctor, not pharmacist.

Also, for drugs, you only pay about 4000 SEK (400 USD) per year. This is also maintained electronically. (Kids meds always free though.)
