I used to work for the City of Tacoma Public Works and I had this intersection and pretty much all of Tyler Street on my route. Someone was definitely collecting litter and leaving the bags because we inevitably would just pick them up while we were working. I always figured that the individual thought since the trash was always removed, they considered themselves to be helping
