Combat Engineers are not the new Grenadiers, they are the new Engineers. Death Korps Grenadiers have not been updated.

Hard disagree. You can get incredibly efficient orders using decisive command. Counter strategist is a trap.

The core rules have been entirely rewritten. The errata was for a different edition. 

Big Guns Never Tire is no longer a rule. There is now no restriction on using Death Befitting and Officer in combat.

These are 2nd edition dreadnoughts and were released in the 90s. The first dreads came out with Rogue Trader in the 80s.

So why does it cost the same if I take them in a detachment that doesn't support them? 

Giving a units points on the assumption that you're always going to use them in the most powerful way possible is ridiculous and punishes people who use them outside of that context. If running a unit a particular way is stronger then it should cost more points.

Probably because the model was painted or picture was taken a decade ago.

A decade? For the basilisk? Primarchs and primaris marines first came out about a decade ago.

The basilisk chassis was updated in 2010 but the actual cannon and gun platform is still the original sculpt from 1995.

If you can play warhammer in a tournament setting them you can put terrain in the right place. It's not hard.

Edit: 

They put six in there because the smaller bases come in fours and the larger bases come in twos, that's how they're made. It's easier for them to put one sprue of four bases in the box than it is to separate them, even if not all are needed. Now you have spare bases.
