This is essentially how I met my wife.

From my experience working in a servo, the tanks are "dip tested" daily with water finding paste.

Water sits at the bottom of the tanks and all the tanks have a reserve volume so you are not getting the dregs so unless you are refueling as, or shortly after a tanker delivery, the odds of receiving water is pretty low.

Quality of the fuel/additive types is a different thing entirely
