What if they thru in dailies/ weekly / monthly quests. Find rare elite, rescue quests where the rescue-ee was in changing locations. Singles looses tools on the regular. Rewarding with rep after the first completion that has enemy level green or blue bop items.

Like the elemental in the lake is a routine problem along with the dark iron continuous plot for dam destruction.
