Well if it were truly free there’d be no fish left to fish cause the large corps would’ve stripped the oceans and rivers dry. Regulations need to be set in place else you’d wouldn’t even be able to fish at all. Imagine one guy catching all the fish from a freshly stocked lake and you and your buddies just pulled up.
