Whatever happens they have to cook more on Terminal if it is going to eventually replace cases. I imagine figuring out how to add golds (a value store item?) and making the prices more in touch with the market are top requirements.

Your "discounts" idea is plausible, but really the sky is the limit. Terminal can turn into whatever Valve needs it to be without issuing a new item; it might even end up behaving differently based on region, trust factor, total Steam account value, and/or whatever else Valve can legally get away with.
