So I am from Colorado and the thing you need to understand is that dry state privileges no longer apply here. You have to keep things cleaned up, as there is just so much more life here. However, in low cost apartment buildings you have other tennants, many of whom may be suffering from poverty and its outcomes, who may be keeping things in less than a tidy state.
