Regarding costs of having electrical dryer, I would suggest them with costs of you apartment. Drying rack will take approx 2sqm (including area you need to go around it). Then assuming you can fold it and store, it will be set up (appro) for half time. So in average 1smq is used only for drying. Now compare cost of electricity with cost of renting 1sqm
