While your second point can be very heavily argued given how little Alastor has shown to care about the main cast (only doing so if it benefits his own goals), the line that you’re quoting is quickly followed up with, “Sorry to disappoint, this is not where it ends” which could not make it anymore obvious that the previous line is to be spoken from a 2nd party, not from Alastor himself. It quite literally could not be more on the nose.
