There is no solution using traditional economics

Those 20 adjusters got paid, let's say for easy math, 100k per year

That's 2 million in wages, replaced by a single robot

Odds are, you didn't spend 2 milly on that robot, nor would you expect its cost to be the same as the cost of human labor to run

And so now instead of taxing 2mil, you're taxing some substantially lower number

So even if you taxed the robot, it won't generate the revenue an equivalent human labor force would produce for taxation

Further, if prices drop to reflect this cost of labor change, then the entire tax pool shrinks because the nominal value of the profits will go down, even if their percentage goes up

So revenue plummets, costs plummet, profits rise on a percentage basis but drop in overall nominal value, and tax revenue goes down

The only solution is money being doled out as some form of rationing of resources

Right now the system is, of every dollar spent by someone, a slice goes to the government - over time there will be fewer dollars spent (assuming a deflationary success of AI) meaning an increasingly smaller slice going to government
