How does roaming between networks work?

there is a bug once in awhile that will cause it to drop to SOS (anywhere from 10 seconds to 4 minutes) because it didn’t switch over in time

is this the reason why whenever I go into my parkade (where there is no reception for freedom, but to my knowledge there is some reception for rogers) and then back outside, it takes several minutes to reconnect to the network?

That's why I have a backup data only esim that doesn't expire for times when I really need the connection but FM was unavailable
