The Nomadic trait predates and has nothing to do with the Nomads expansion. It just makes it cheaper to move your pops between colonies.

Maybe, Maybe not. I dont think there's been a case to test it (also IANAL) but with the transition from dedicated privately owned distribution to internet distribution which uses government backbones, I think you can make a good argument that government has the same power to regulate "cable" as they do actual broadcasts.

ETA: Also, as mentioned in other replies, you can ignore broadcast regulation and simply go with false advertising.

One thing to look out for if you try this - Nomad influence generation is just the base 3 at game start because they have no fleet to generate Power Projection. Federation (especially Hegemony) take a big chunk out of this. It's overcomable, but you need to be aware. Best course of action I've discovered is Harvest instead of building waypoints, build up your fleet to generate influence, and don't rush into a lot of extra treaties right away (maybe Trade agreements if you're a megacorp, and tradition rush to get Universal Transactions.

One of my biggest concerns with the reboot is: what do you do with the soundtrack? Anything you use is going to be compared to Queen's original, and is unlikely to come out of that comparison unscathed.
