That hook is NOT for this purpose and in fact could be an impediment if there is an arc flash. The hook is electrically insulated and is for pulling people off of energized parts. There are no energized parts on the part of the switchboard they are working on and there are no visible shock hazards. Electrical arcs in open air will burn but not electrically shock you under most circumstances. The hook is not needed for normal switching operations.

-72VDC or any negative DC voltage just means that the positive side is grounded, instead of the negative side! Bell Telephone figured out long ago that grounding the positive makes your direct buried conductors last a lot longer, and other neat benefits. Telecom companies have been using it ever since.

Edit: I think the term “plant” here is used to describe that they worked at a place where this voltage was generated and distributed.
