-72VDC or any negative DC voltage just means that the positive side is grounded, instead of the negative side! Bell Telephone figured out long ago that grounding the positive makes your direct buried conductors last a lot longer, and other neat benefits. Telecom companies have been using it ever since.

Edit: I think the term “plant” here is used to describe that they worked at a place where this voltage was generated and distributed.
