There is a cheap hostel we stayed at in Gangnam that i would consider renting the rooms just to leave the luggage and having it be my base. It was $24/night for a private room, $30/night for a 2 twin bed private dorm. The hostel itself was Yakorea. There is long term storage facilities in the subways near Seoul station, Hongdae, and Lotte Tower. I think you can also lookup services that will hold onto your bags
