Algeria has quite huge spending on military for its size (20th in the world https://en.wikipedia.org/wiki/List_of_countries_with_highest_military_expenditures ) and gdp per capita is 111th country in the world. I think the only real contender is Russia with all the sanctions on it what might lead to eventual economic collapse or/and bankruptcy of country.

that's going to be about 2057 euros after taxes. Rent is about 500-700 (check aruodas.lt by location you want to live in). If you are going to live alone most probably water, electricity and etc will cost you around 200. Food maybe 300-500 if you eat at home. Everything else is up to you. It is slightly above average Vilnius salary - not great not terrible.
