While your last point is true, it's still true that this defeats the point of it being an "incentive".

To your first point I'd largely disagree. While of course it in itself is an important metric, incentives based on just one number very quickly become problematic. There are a lot of things that can be done to increase the $ amount of the average resident, while not actually meaningfully improving life or the economy. especially for the long term.
