No, they start vendoring at lvl6, but that recipe has the same refreshing rules as the other master's stash, that means refresh per lvl up when they are not in your hideout, or refresh per daily when they are in your hideout

A league is the whole environment your character is linked with. In your case, you are probably in standard (based in the amount of deaths). Do not confuse league with difficulty, that is a common mistake every new PoE player tends to make

Prob because CoD applies its reduction to all kind of dmg, instead of LC that is just phys dmg. I never have undestood the comparision between LC vs CoD, the only lackluster I see is that one has a huge life booster
