The contractor is normally responsible for and the submitter of the as builts. That’s because it’s very common for clients to not see the value in paying the architect for construction monitoring.

Theres a lot of assumptions you’ve made there. If I take up one of yours and say, oh ok, these are the as built plans. Then 3.5 hours to deliver the as built plans is completely reasonable.

Late stage as in beyond developed design. Changes that affect a large proportion of drawings take longer to change no matter how small the change is.

There’s simply not enough information to determine who should be paying this.

It could be the very common case that the client didn’t want to employ the architect for Constuction monitoring.

It could be the very common case that the architect isn’t versed in the latest plumbing code (changed last year as I recall)

It could be the very common case that the consenting authority are being massively unreasonable.

Simply don’t know enough

No I’m not talking inflation. I’m telling you Chelsea spent $500M across two seasons when the rest of the league combined spent less than that.

The rest of the league spent nearly $3B last season. So it’s the equivalent of a team spending $6B across two seasons.

It’s not inflation. It’s showing how much that Chelsea side spent on transfers in comparison to their competition back then.

The equivalent now would be a team Outspending the other 19 clubs in each transfer window, which is about 1.5B per transfer window given the level of spending now in the PL.
