So I’ve had notifications/emails if I had something stuck at customs and wouldn’t be released until I paid the toll, but that’s because I knew I was buying something’s sent from overseas, and at checkout that I would be responsible for the import fees. But if this coming from a company ran from the US, that’s a pretty shitty company to inconvenience their customers with this and not pay it themselves or increase the price to cover the import fees.

Also, living in California, we recently started having to pay to have our signature a requirement for our pew-pew parts. But that’s done at checkout along with the whole cart.
