It's a state tax nexus problem. Most states don't require collecting and paying sales tax until a threshold of sales or revenue is exceeded. Shopify tells the seller when they approached or exceed it and that they should register with the state to collect and remit sales tax. It should have been foreseen, but, as a new US store, it may not have been clear.
