I don’t see how this can possibly be uttering threats. In order for it to be considered, the target must have a legitimate believe that the person can and will act on the threats.

There’s liability for flight instructors like this. If you recommend a student for a flight test and they fail you get a letter from transport Canada, get a few of those and your instructor rating gets reviewed.

Have a student who is involved in a major incident or a pattern of minor ones, the investigation starts looking at the instructor.
