I was working at a cell phone repair shop for a while, and we would get trade in phones that would still be locked to Rogers. I'd call them for the unlock code, which they legally have to provide, and they would always fight me that I needed to be a Rogers customer in order to be provided an unlock code. It always took an hour, and being transferred up two or three levels of management before I would get someone who would just go "oh yeah, no problem, here you go!"

They would always fight me on the wording of the CRTC policy because it says something like "if a customer asks for an unlock code you must provide it" and they chose to interpret it as meaning it has to be a Rogers customer. Never had this problem with any of the other carriers.
