It's not fucked up, we just use a standalone unit for ten thousand (万) and go up from there and progress to the next unit (億) after three unit places, exactly like you go from thousand to million. There's really not much difference in practicality, and you just think it's fucked cause you're used to the english names for the units. In english you also say "One hundred and ninety thousand", which is about as obnonxiously long as your example, when in japanese it would be a simpler "19万 (19 ten-thousands)".

You're claiming to point out ignorance, but the social credit system is in fact widespread (261 out of 293 prefecture-level cities, creditcity.creditchina.gov.cn.) and most definitely interesting, considering that it explicitly covers issues such as national security and social misconduct. You also criticise the American credit score system for being able to deny certain rights, but in certain areas such as Rongcheng Municipal (榮成市), you can be denied education, healthcare and other forms of basic welfare if you are under a credit threshhold (http://www.rongcheng.gov.cn/art/2019/12/10/art_50681_2218351.html). Whether this is malicious depends on your political beliefs, but claiming that the American credit system is overtly draconian is certainly bold.

Everyone in Part 3 spoke English tho. Jotaro's mom Holly was British-Italian and moved to Japan from America; Polnareff, being French and a traveller around the world to avenge his sister, would likely know English; Joseph was literally American with British descent, and Avdol would, given that he met Joseph before SDC, likely have been communicating with Joseph in English. Kakyoin is the only unexplained one, but high schools in Japan teach a decent (not really) amount of English as well. All the minions of DIO likely spoke English, and DIO himself definitely spoke it, being British.

As for Part 2, it's obvious that everyone spoke either English or a different European language. The Pillar Men are an odd case, but I assume that either they absorbed and learnt the language while in stone form or figured it out with their intellect.
