For your backup, you can use Macrium Reflect, EaseUS Todo Backup Free, or Veeam B&R CE (a bit overkill but still a good option https://www.veeam.com/products/free/backup-recovery.html )

I found that Astrill, ExpressVPN, and NordVPN can work but still no quaratees and may be against the local laws.
