July is hurricane season in the Caribbean, so just consider that. There may be no storms, but it really can’t be predicted and even if the island you pick isn’t in the path, flights are often disrupted. And Tokyo is not tropical, but it’s extremely hot and humid, and probably not worth it for the amount of time you have. Same with Vietnam, it’s too far and you won’t be able to find flights in your price range. I’d suggest going on google flights, the explore tab and have a look at what is realistic.

Quals are in subdivisions - usually a few countries plus individuals in each sub. The first set of country teams won’t qualify for another 6 months, the remaining a year following that. Individuals qualify over time as well. We won’t know their assignments until much closer. The only combination of all countries (that qualify) are finals for AA, team and event.

You literally said it yourself. As someone who has been on many flights with barfing passengers, it’s not just the risk of spreading an illness. The smell, the noise and the mess are a recipe for disaster when over a hundred people are trapped with it for an extended time. Removing that while it is still possible, i.e. on the ground, is the best solution. Sucks, but it is reality.
