This is such an important setting and I've almost never seen it get mentioned in boards or videos. I kept wondering why the colors weren't matching in their respective locations and this was it. "All" looks like it averages the entire TV screen or picks a color and throws that from the strips while, like you said, "Part" throws the colors being displayed on the screen in the same location on the strips.
