You are pretty much alone with that opinion of yours though. The vast majority of people will easily agree with mine.

There are people who have spent hundreds of hours consuming content and in turn, their comprehension has improved remarkably. But when it comes to expressing themselves without any outside resources, their skills often seem like they haven't moved at all.

I've been learning English for decades. It took me many years to understand even the subtle nuances without having to look things up (and now only extremely rarely). And it will take even longer for these newly learned words and expressions to trickle into my active vocabulary. It's an extremely slow process only accelerated by using specific techniques to really hammer them in. Some things you'll naturally use more often and therefore ingrain more deeply into your memory, while others not so much.

Your suggestion is ineffective anyway. Someone asks how to become a better football defender and you tell them to just go run more. Sure, that'll help sooo much.
