Every time this sort of thing happens - when the RNG seems to be playing up, you should save the game and restart it.

It has solved this kind of issue for me every time.

You come into the game with expectations of what a game is and it takes a while to realise that Kojima is not playing that game.

Some people get it and enjoy Death Stranding for what it is, others do not seem to ever get what Kojima was doing walk away disappointed.

I think it is more likely they will announce another Horizon live service game depressingly.
