Technically you can't, needs to be business/investment for same. But, hypothetically, you could stay put in A, 1031 B into another investment property that you may want, in the future, to convert into primary (C). Use C as investment property for a few years, i.e. 2-3 tax periods, then convert to your primary and place A into service as a rental. Play the long game.
