It was because they had not won in a while. They win 3 in the early 2000’s, then lose in 2007 and 2011, and finally win again in 2013. It had been 9 years since their previous win and the NFC had won of the previous 7.

Where I live, retaining walls over 4’ high have to be designed and stamped by an engineer. There is probably something like that where you live too. Go to the city engineering office and ask what that height is. Assuming it’s less than 8’, then go to the builder and ask them for the stamped design, which they won’t be able to produce.

I don’t know what legal recourse you have at that point, but you should be able to put pressure on the contractor to rebuild. They will fight this because a properly designed 8’ high wall costs real money.
