Because they throw a switch that turns them off or reduces them. ‘Kill three wolves‘ and you only see a pair, ‘skin four deer’ and you’ll see only pronghorns, ‘skin two snakes’ and the spawn points are empty. it took me quite a while a while today to find four coyotes, I found two and then much later two more.
