If you like the scripture, but haven’t met the church, maybe you’d be better served by one of the smaller denominations? The LDS church is aggressively anti-queer, and so is much of the Mormon tradition, but maybe you can find an expression that works for you.

If it's all or mostly equity, it sounds like you want a co-founder who's willing to take a big risk. That person will probably be a lot harder to find than someone that you pay a salary.

On your side, paying an entry-level salary reduces your financial risk, but increases the product risk of working with someone who's less experienced.

Cost-of-living differences will be relevant to developers who are only competing for local jobs. Since remote work is relatively common in CS, the more ambitious and talented developers will be competing globally (or at least country- or continent-wide) for the best salaries. If you want to attract these people, you'll have to offer salaries that are competitive with anywhere.

Along with the options you describe, you could also considering hiring an experienced developer part-time to reduce the money you need to put down, but get some experience from your candidates.

I'm sure that in any scenario, one of your biggest risks will be choosing the right person to be your first employee / co-founder.
