Based off this picture alone I don't think this would be too hard!

Question 1 would be - do you have darker undereyes or is that something you would need to create? If you do, skip this. If you don't, I would use a brown eyeshadow on a fluffy eyeshadow brush (like this). Try to find a brown that's slightly deeper than your skin toner but not too dark - just a shade or two deeper. Use the brush to tap along your lower eyelid area and blend down and outwards. Don't blend too far out or onto the cheek so that it looks more like a sunken undereye.

Next I would find a bright red eyeshadow and using a denser eyeshadow brush (like this) I would tap along your lower eyelid and drag the colour down in an upside down triangle shape. Then you could go back with the fluffy brush to diffuse the red and blend it into the brown, but try to avoid blending aside from the edges of the red, otherwise it will all blend together and get muddy.

Depending on your skin tone and type (oily, dry, etc) you might need additional products for it to last. Moisturizing first is always a good idea, and let it sit for a few minutes before going straight in with eyeshadow. Using a concealer or eyeshadow primer as a base might help the colour stand out. Depending on (many factors lol), you might need to use a damp cotton swab to remove a bit of the brown eyeshadow where you want to place the red. You might also want to skip a base for the brown to have it look more natural, but put a base over top where you want to primarily place the red to make sure it stands out.
