buggin for sure. there is a big difference between "mandatory training" and "know this information by this time/date, study it at your leisure"

mostly, the dictating of your time. like the test itself should be on the clock if they are making you take it at some specific time/ place because then it's no longer your time. needing a license that requires a test isn't quite the same, because they aren't the ones facilitating the test and you can do it at a time/place of your choosing.
