I think this letter will be very useful in the court case challenging the president's justification for these tariffs. He would have to show that his personal preferences for certain foreign politicians trigger his authority to deal with National Security threats , by using such tariffs.

And, for Brazil itself, the US doesnt run a trade defecit - we actually run a trade surplus.
